The default timeout for SynchronousInOutHandler (5 minutes) is unreasonable in certain scenarios - e.g. shutdown. We need to make this configurable at a domain level through properties. The handler also needs to be lifecycle aware - so if the domain is shutting down, the handler should shut down immediately (or with a configurable delay) instead of just blocking for 5 minutes.
