We need to upgrade to IP BOM CR13 once it's released. In order to do this we must:

1. Declare all used dependencies - the new enforcer rules no longer allow us to rely on transitive dependencies.

2. Clean up all of the dependencies in SY parent and SY BOM - the new version of IP BOM contains most of our version information.
