Adding a cxf.xml file in the deployment does not have any effect in the AS container.

1. Enable springfamework module dependency in SOAP component
2. Rename springframework module to springframework.spring
3. Add additional spring framework jars in springframework module

Note: TCCL setting in OutboundHanler needs to be re-worked.
