Seeing the following on 2.1.0-SNAPSHOT, due to the integration BOM changing the cxf version from 2.7.6 to 2.7.7. I'm not sure whether we're misusing the headers or something changed in CXF, but nothing seems to have changed in SoapActionInInterceptor.java between 2.7.6 and 2.7.7 :
