There are many things need to be wired to make the preview work. The main reason is dependencies between models. If the model is not modified from previous time it deployed, I do not think Designer will try to redeploy again. Have followed the steps and created a project with the appropriate folders and models and things are working correctly. Can you post your project thats failing.
