Overridden translators are scoped to the VDB. More over Translator overrides are
exceptions not normal usecase. They are most commonly used so far when Teiid does not
support a JDBC source, and user using jdbc-ansi but want to turn particular capability
that they know the source has, and want to customize. Even when they do it, it is at most
couple properties, not much time saving you are providing the user.
If any thing provide a import for a VDB, that will include these settings too.
Enable the coping of translator overrides for use in other VDB's
with same translator

Building multiple vdb's in a single project and the same data sources, assigned the
same translator, are used. It would be good to enable the extracting/copying of
Translator property overrides for ease of setting up/updating VDB's that need the same
overrides.
