Resolution: Done
One problem was that the ModelEditorManager was being used to save open editors but it can only be used to save model editors. I changed the logic to use Eclipse's workbench to save all editors.

This is reproducible in 7.3, although not consistently an issue. There doesn't seem to be any particular steps to duplicate, but after executing a web service operation repeatedly the exception crops up. It seems to be related to the getString() call on SQLXMLImpl. I believe there is a timing issue on the server.
