Brought over the cache hint logic from Teiid SQLParserUtil, re-enabled the cache hint logic in our QueryParser to set the hint (if exists) on the Command. Also added checks to discover leading and trailing SQL comments and applied to Command too. Our current default for on commit is effectively "preserve rows", which is contrary to the sql specification.
