Resolution: Rejected
We took a different approach and divided Designer into Design-time and Run-time. VDB
creation is deemed a "Design-time" task (except for the assignment of connector
binding). Rejecting because we aren't going to merge the 2 plugins.

Due to the nature of our 7.0 changes and removal of embedded Teiid, its become more
apparent we don't need the hassle of separate plugins for VDB and DQP -related code.
We should investigate merging these plugins.
