Path was converter into URL and that was adding the encoding,
WSDL to Relational Importer is putting %20 in path when importing
from the filesystem on Linux.

If you import a WSDL from the filesystem and there is spaces in the path, %20 ends up in
the path and the WSDL cannot be found by the validator.
