New Models are automatically opened in a Model Editor, which is good (unless user has changed the default editor for ".xmi" files) However the bulk of the model editing framework is tied to the "Model Explorer". We should provide a dialog that can query the user to "Open" or "Switch" to the Designer perspective and this dialog should include a "Don't ask me this again" check-box (preference boolean)
