Teiid changed their Virtual Procedure SQL statement a number of releases ago. Teiid
Designer strips off the CREATE VIRTUAL PROCEDURE during validation/resolving because
it's redundant. What's left is the BEGIN ........ END SQL.
We fixed the cache hints for Views/Tables, however, we're didn't expand the fix to
include procedure statements. see: https://issues.jboss.org/browse/TEIIDDES-2383
