Turns out during VDB Validation, the ModelEditorImpl.getExistingModelImportForLocation() method is checking the "Location" of the external resource and the two strings are: someModelLocation = http://www.metamatrix.com/metamodels/SimpleDatatypes-instance vs existingModelImportLocation = ../builtInDataTypes.xsd So of course these don't match.
