The Reresolve References action has no implementation behind it, so it'll be removed
from the Metadata menu

The Metadata menu contains an action "Reresolve References". Sometimes it is
enabled. Any time I have clicked it (when it was enabled), I get a dialog explaining
"The chosen operation is not enabled."
Maybe we can prevent it from being mis-enabled?
