Just pulled down JEE Helios install, and find those packages right where I expect them.
Perhaps it's packaging issue, maybe they've been packaged into a different
feature?

When trying to build Designer with Eclipse 3.6 target platform, it appears WTP 3.2
refactored packages and broke our build.
Basically org.eclipse.wst.wsdl package doesn't exist anymore.
Need to investigate on how to replace missing classes or re-direct imports to refactored
locations.
