So I watched the video and thought about the issue for a bit.
The best idea I have is that once the user sets up the proxy in eclipse, they should try
using the web browser in eclipse the same way the user demonstrated using firefox and
showing that the proxy works.
If the in-eclipse web browser is able to accurately fetch the page through the proxy, then
the problem becomes an issue in your wizard or what path of execution your wizard is
taking to try to fetch the resource as opposed to the browser.
The issue here notes that if they use the workaround, then they're able to update jbt
/ jbds plugins. This doesn't say whether they can access the web service resource or
not. I'm going to assume that the workaround does not allow them to reach the web
service resource, and that's because your wizard is directly using the httpclient
libraries rather than goiing through ECF the way p2 does.
One possible solution is to switch to using ECF in your wizard to access these resources?
Then if the user is able to access the resources through the proxy when downloading
plugins, he can probably also do so when accessing web service resources.

User is unable to contact any remote sites that go through their proxy when using REST
importer. The connection attempt just times out.
Utilizing eclipse workaround in [1] allows them to update JBDS and plugins successfully.
