Sorry, I thought you guys are working on this issue, so didn't come here often.
We re-did the importing several times, we do still have this issue.
Let me describe the exact user case that we did, to help you guys reproduce.
1. If we import the procedure A to existing source model SM_1(first time, this model never
have this procedure before), only the procedure name is imported, the parameters are lost.
If we manually add the parameters, next time when we do import to this source model,
parameters will be gone again.
2. If we import the procedure A to a new source model SM_2, both procedure name and
parameters are imported correctly. If we do importing again for more changes to SM_2, this
procedure is ok, everything is still there.
3. If we copy the procedure from SM_2 to SM_1(not manually added), when we do import to
SM_1, we got errors.
Hopefully these test cases will help you to reproduce and fix the issue.

Usually if we have some changes in source VDB, after we update the source model in
designer, we will see the changes.
But for procedure, if we add a new procedure in source VDB, after update SM, we only can
see the procedure, but can't see the paramenters of that procedure. We have to
manually add them.
In this way, in the future, every time when we update our SM, our procedures parameters
will be gone, we have to add them manually.
According to Ramesh -- "That sounds like Designer bug to me. You should log a JIRA
with Teiid Designer."
