Mark Drilling resolved TEIIDDES-1907.

    Resolution: Done

The wizard could be completed without the model being generated.  But also observed a
problem if user went to last page, then went 'back' a couple pages and changed
import values.  The generated model could potentially be stale.

Resolved the issue by making sure that the DifferencesPage was marked incomplete at the
appropriate place.  retested ok.

 The user is allowed to click 'Finish' on the DDL page in the wizard, but the
model is not generated.  You must click 'Next', then 'Finish' to generate
the model.
