Yes, it is VDB Editor in Source Bindings Panel
1) Yes server is started state. Whether it was opened before or after I do not remember,
and it should not matter for user experience.
2) There was only single server configuration, so I do not know. As user I started the
server, and expected that to work. If there are multiple servers in started state that
*may* apply, even that I would assume user should be given choice at the start time of
server 2 ..n to make that selection.

When working on windows, the JNDI name selection on VDB explorer's Source Bindings
dialog does not show dropdown when server is started. Also it is very hard to click on it
to edit, as it does not even show the text box, it behaves more like label. But sometime
repeated clicking or tabbing suddenly lets you edit.
