Jira was logged against Designer 8.2 Final bits which included a translator override
feature that used TO (default) properties returned via Teiid Admin API. Those properties
were incorrect and their fix would not make it into Teiid 8.4.x release. This feature was
backed out and user is left with entering simple name/value property pairs instead with no
notion of "default" values.
Tested adding this property using 8.3 Final and resulted in:

If you need to override the file translator's encoding value and want to set it to
UTF-8, the Designer shows this value as the default so will not write it to the overrides
in the vdb.xml and hence the server will not look at it. Can the default in the Designer
be blank? so that any value entered will be written as an translator override in the
vdb.xml file.
