Eclipse's OpenResourceAction eventually calls
"project.getReferencedProjects()". This defaults to checking the project's
Description object for referenced projects. We would need to maintain project dependencies
in this description via: IProjectDescription.setReferencedProjects(IProject[] projects)
method. Maybe we could wire it into the same framework as our "Update Imports"
world.
As a side note, I don't think we can prevent this if we continue to use IProject.
It's inherent with Eclipse.

Eclipse offers the user the option of automatically opening projects that are referenced
by the project being opened. (The option can be found in Windows > Preferences >
General > Workspace.) This choice is offered to Designer users, in a dialog.
When a project is opened, the referenced project(s) is/are not opened.
I found this by referencing models in Parts Project in a simple project, closing both and
opening the simple project. Parts Project was not opened by Eclipse.
