Did a little checking. The Function Parameter object type is not an object, it is handled
as just a "string" property. There is also no SQL Aspect associated with
Function model, so the concept of a "data type" is not defined for it.
We'd have to create a custom Set Datatype action/dialog to perform the same function
as what the Property Sheet Editor editor is able to do. Pushing to 7.3
Scalar function parameters have no context menu for Set Datatype

Probably just an oversight and it's easily worked around, but for consistency there
should be a "Modeling > Set Datatype" context menu action for parameters and
return parameters of scalar functions.
