Added "restart" option for the VDB, with ability to delete the cached metadata from previous deployment. The restart can be issued from CLI interface or from Admin API. If the model-names parameter is omitted during the "restart-vdb" call then all the models in the VDB will be reloaded, otherwise only models specified will be reloaded. BTW, this operation only applies in the Server environment, not in Embedded.
