It seems like the Weld instance is not initialized properly. What version of SAP NetWeaver do you use? Is there any technology component overview, e.g. what Java EE technologies are supported? Also can you see some Weld information messages in the log during the deployment/bootstrap? A simple EAR structure description would help as well.
