I don't think this is a bug in Weld. More specifically I cannot see a reason why those two arrays would be of different sizes. I checked the Javadoc of those methods and it seems to be very clear about the contract definition.
Furthermore, I did a quick test with the classes you provided and I am not able to reproduce. Both arrays look the same: [interface java.io.Serializable] which seems right as the class does not implement Cloneable.
