I wouldn't interpret that the spec forbids supporting a stereotype annotation on observer methods. It says may be applied which is not the same as may only be applied. I'm just saying this could be a WELD extension although I think this should be clarified in the CDI spec.
I'm fine with a DefinitionException too since that would have prevented our wrong assumption that a TX gets rolled back when an exception occurs in such an observer.
