Check if a similar tool exists. If not create one. Requirements:

• dump the list of current log messages, ids and signatures into a file (e.g. csv)
• manually align log messages between 2.2 and master
• create a Jenkins job to check for regressions regularly
• make it possible to generate an "error code" docs page
