Suggestions:

• org.jboss.cdi.tck.util.Timer.DEFAULT_DELAY should be configurable
  • this will require API change
  • see also org.jboss.cdi.tck.api.Configuration
• the test should be able to multiply the current delay, e.g. Timer.multiplyDelay(int multiplicand)
• most of the tests should avoid setting specific delay and use multiples of the default delay instead
• replace all remaining occurrences of "Thread.sleep()" with the Timer util
