There was an inconsistency in the spec since CDI 1.0 - see also CDI-438 and CDI-538. The spec text was fixed in CDI 2.0. I think that Weld follows the API and javadoc for a long time. Feel free to create a spec issue but I'm afraid this cannot be easily fixed due to compatibility reasons.
