I would say the only way this could have worked before it was @Ignore'd was not using the -ea (enable assertions) argument in JAVA_OPTS of AS7.
I refactored the test a bit, used a BBD-observing extension to set the properties in the server JVM and switched the assertions to JUnit Assert.
