Weld API was releaseable separately.
Arq core is released as well, with minor test disablement that is to be addressed as we release first Weld 4 version - https://github.com/arquillian/arquillian-core/issues/242
What remains is Weld core and arq-weld-container which have circularities. Probably the only way is to do a core release while skipping modules depending on the container; then make a quick turnaround with Alpha2 so we get things in order.

I am now polishing compile-ability is various parts of core to move that forward.
