I've had a look at jandex and package-level annotations are added to the index as classes with their fully qualified name dot package-info and their annotations.
I would be happy to have a go at implementing what weld needs to be able to retrieve this information. However i'm not sure how you plan to use jandex in weld.
If you could create an issue in jandex to help me on my way i'll get in touch with the project lead and work on a pull request for it.
