I am not so sure about this.
Having a class path entry that's not readable seems like a situation that you don't want to cover up. Should that occur, I think it is mostly an error and if we silently continue, then you'll be missing certain classes and getting other (pretty cryptic) errors later on.
What would be practical use case for actually having a non readable/existing CP entry in place and wanting to continue with that?
