The plan is to expose a service (e.g. AnnotationDiscovery or a different one) which will abstract jandex details for Weld. The service will be provided by an integrator that has access to jandex index. Weld will then use this service to determine whether a class is vetoed or not without loading the class.
Since this requires an SPI change this has to be defered till Weld 2.2
