I would a ruleset would apply to a group of rules that are used together for a purpose.
Such as a WebSphere 7 to JBoss EAP 6 ruleset. A ruleset could also define a group of
rules that work together in to perform a part of a migration. Such as 2 or more rules
that are used to migrate an XML file or particular piece of functionality.
