What's new in this release?

* Quota policy (# of requests)
* Transfer quota policy (# of bytes)
* URL Rewriting policy
* Caching policy (use with care)
* Tech Preview: Vert.x 3 Gateway Impl (you'll need to build this 
yourself to try it!)
* Application Metrics
* (Optional) Send the Service Version in an HTTP Header instead of in 
the managed endpoint path

Of course we fixed a bunch of bugs too!
