Description: ARQ-753 defined a mechanism to allow the Weld Container to find Services files by introducing the WebArchiveClassLoader, but the implementation is too narrowly-scoped. All resources requests from a client should be found in the specification-defined location "WEB-INF/classes", effectively defining this as the new root.
