This attribute is on class {{org.apache.catalina.core.StandardHost}} as well and {{org.apache.catalina.startup.HostConfig#lifecycleEvent}} uses this value therefore {{org.apache.catalina.startup.HostConfig#unpackWARs}} seems to have no effect.
