[bv-dev] Namespace for XML descriptors

Cool.

It has been changed like this, with one small deviation, it's "
http://xmlns.jcp.org/xml/ns/validation/configuration" and "
http://xmlns.jcp.org/xml/ns/validation/mapping".

The reasoning for appending "configuration" to the main one being closer
resemblance to the previous BV name. Also the file is named
"validation-configuration-2.0.xsd" instead of "validation-2.0.xsd".

I've asked the PMO how to put up files to jcp.org eventually but am still
waiting to hear back.
