[bv-dev] Moving the spec to Eclipse Jakarta EE

Hi all,

There is now a new mailing list which has been created as part of the
Eclipse project provisioning process.

https://accounts.eclipse.org/mailing-list/bean-validation-dev

Any thoughts about whether we should prefer it over the current one?
