[smarlow at REDHAT.COM] JBAS-8613 for non-JVMTI case, try to avoid fillMemory and avoid timeout

[pferraro] [JBAS-8613] Need to explicitly enable purgeOnStartup for web/dist (not inherited, but assumes default value, if undefined).
Fixes SessionPassivationTestCase/AttributeBasedSessionPassivationTestCase testRedeploy() failures in DIST mode.
