I don't think it matters that much for @TransactionScoped. The TCK test for this would be heavily CDI dependent, so I think it really belongs in CDI. As I said, I don't think this is much different than the web/JSF centric scopes where the underlying storage mechanism is defined in Servlet, JSF, etc but the component life-cycle behavior should really remain centralized in CDI.
