The sentence which says "transitively" talks about annotation members (that are applied either directly or transitively) and which can be excluded from container's consideration using @NonBinding. However, in the example above, it's a String member (level) which should be excluded from container's consideration (as it is annotated with @NonBinding) but it is not excluded.
