Jens, I like your proposal.

Two points

1. We could redefine notifyObservers as an array to allow notifyObservers={IF_EXISTS, IF_ACTIVE} which I think is a bit cleaner than the compound enum value (but not that clean)!
2. I think this is backwards compat, as long as the default remains ALWAYS
