[cdi-dev] CDI 1.1 MR official launch on the 13th

According to section 5.2 and 5.3 of JCP 2.9 procedures [1] we should provide all the elements for march 11th, including revised RI and TCK.
Now to be totally accurate what will be launch next week is a ballot (for 7 days) to review our proposal. If the ballot result is positive we’ll officially start the week after.
