[cdi-dev] CDI-4 Event observer ordering, spec additions

Hi all, 

I created a PR (https://github.com/cdi-spec/cdi/pull/242 <https://github.com/cdi-spec/cdi/pull/242>) to add Event observer ordering to the spec. A rendered version of the changes is available at https://www.dropbox.com/s/vnkh7agw4pz1waa/cdi-spec.html The change implies @Priority on parameters.
