This seems like a pretty good idea to me. Environment variables are part of Java since the beginning, and so we are adding something based on a very well specified area. This would have a lot of utility in the docker/microservice/devops view of the world, for very little cost.
The reason not to use DS is to be able to depend on this everywhere, with no library. The reason to not just do producers is to make this globally available.
