Added detector class in repository to detect MIME-type, MimeTypeDetectors, class with static method to use a shared instance of this class, MimeType, and added an extra method to SequencerContext to detect and/or retrieve the MIME-type.  As a side-effect, added a constructor to  ComponentLibrary that takes a flag that drives whether added components are inserted before or after existing components.  Repository project contains an abstract test class and a host of test files that can used by MIME-type detector implementation test classes.
