The XmlSequencer is currently used as the XML importer.  The importer will be changed (in DNA-242) to be a separate and more general-purpose class, but the XmlSequencer should be changed to use this more general importer component.  Also, the XML sequencer should be made a regular sequencer project (under "extensions" directory).
