I think we may have found the fix.  I disabled the old-style email notifications and enabled the new "Editable email notifications".  Apparently this is known to work on the current Hudson version, whereas the old-style notifications appear to have broken in the recent Hudson upgrade.

I'll leave these new settings for a few days to see how they work for our builds.
